2-3 months contract with a Local Authority
Job Summary:
• We are seeking an experienced Head of Revenues to lead a high-performing Local Taxation Revenue Collection Service.
• As a senior leader, you will direct the strategic vision and daily operations, ensuring effective, efficient, and customer-focused delivery.
• You’ll manage a significant budget and income stream while driving innovation, digital transformation, and performance excellence across services.

Key Duties/Accountabilities (Sample):
• Lead and manage teams responsible for Council Tax and Business Rates collection, setting strategy and policy direction.
• Oversee the overall debt position and establish sound monitoring practices across local taxation.
• Champion fair, efficient income collection practices and develop innovative, customer-centric solutions.
• Implement a “Digital by Desire” approach, ensuring systems and processes drive digital adoption and service improvement.
• Manage operational budgets, forecast performance, ensure savings targets, and redesign services to mitigate financial pressures.
• Actively contribute to department leadership by challenging norms, identifying improvements, and designing more effective ways of working.
• Develop and deliver the service business plan, aligned to corporate strategy and financial planning, with clear, measurable outcomes.
• Maximise grant funding and mitigate financial risk through proactive system controls.
• Foster a culture of continuous improvement, high performance, and excellent customer experience.
• Maintain effective stakeholder relationships, including with elected members and senior leadership, as well as external partners.

Skills/Experience:
• Proven leadership in a Local Taxation Revenue Collection environment at a senior level with performance targets.
• Strong track record of delivering service transformation, customer-facing improvements, and budget savings.
• Skilled in using data and demand analysis to improve performance and inform service planning.
• Commercially astute with experience in fair income collection, budget management, and performance delivery.
• Excellent team leadership and stakeholder management capabilities.
• Politically aware with experience in working with elected officials and diverse internal and external partners.
• Outstanding communication, negotiation, and influencing skills with the ability to deliver under pressure.
• Educated to degree level (or equivalent), ideally with relevant qualifications (e.g., IRRV or CICM) and a management qualification.
• Experience with digital systems and driving digital culture, plus project or process redesign experience (desirable).
