3 Month Contract with a local Authority


Job Purpose

  • This critical role will provide strategic leadership and programme management for the development and early implementation of a citywide workforce plan covering the council’s in-house services, commissioned providers, and the wider care market. The successful candidate will play a pivotal role in addressing current workforce challenges, enhancing capacity and capability across the sector, and supporting the delivery of high-quality, person-centred care across the city.

Key Duties/Accountabilities

  • Support the design and development of Liverpool’s Adult Social Care Workforce Development Strategy, aligned to local improvement plans and national policy.
  • Oversee workforce data collection, analysis, and needs assessment across delivery arm, provider, and commissioned services.
  • Support the development of a recruitment and retention strategy that addresses local market pressures and supports sustainable workforce models.
  • Establish a framework for training, development, and qualifications, ensuring access for both internal and external care staff.
  • Support the development of career pathways, leadership programmes, and initiatives to promote inclusion, wellbeing, and resilience.
  • Engage and collaborate with key stakeholders including NHS partners, independent providers, training organisations, and regional networks.
  • Produce a clear and deliverable implementation plan with resource and governance recommendations.
  • Advise on funding opportunities and sustainable workforce investment models.
  • Provide regular progress updates and strategic advice to Corporate Director, Directors, senior leaders and elected members.

Essential Experience Required.

  • Lead and development a training plans and framework to support implementation of the transformation programme.
  • Lead & support the design and development of  Adult Social Care Workforce Development Strategy, aligned to local improvement plans and national policy.
  • Lead and support the design of key areas of activity, following recommendations from CQC.

 

Essential Qualifications Required

  • Relevant Qualification in field of work.

  • This role is 35 working hours per week.
