6 Month Contract With A Local Authority


Job Purpose

To manage, control, and monitor all street trading and market-related activities within the local authority area. This includes enforcing relevant legislation, Council policies, bye-laws, and licensing conditions to ensure compliance, public safety, and the effective day-to-day operation of markets and street trading spaces.



Key Responsibilities

  • Oversee the daily operation of street trading and market activities in accordance with Council regulations, licensing conditions, and relevant legislation.

  • Monitor compliance with street trading licences, market stall agreements, and bye-laws, taking enforcement action where necessary.

  • Carry out regular inspections of market areas and designated street trading sites, ensuring traders operate within approved guidelines.

  • Investigate complaints, respond to enquiries, and resolve disputes involving traders, members of the public, and other stakeholders.

  • Issue warnings or enforcement notices to non-compliant traders and assist in preparing evidence for legal proceedings when required.

  • Assist in planning and delivering new market events, seasonal trading activities, and temporary trading opportunities in line with the Council’s economic strategy.

  • Maintain accurate records of inspections, enforcement actions, applications, fees, and other operational matters using digital or manual systems.

  • Support the administration and renewal of trading licences, including application assessments and site suitability evaluations.

  • Work collaboratively with internal departments (e.g. Licensing, Legal, Highways, Environmental Health) and external partners such as emergency services.

  • Ensure the safety, cleanliness, and general upkeep of market areas, escalating maintenance issues and contributing to site improvement initiatives.

  • Provide advice and guidance to new and existing traders to support compliance and business sustainability.

  • Assist with the development and implementation of operational procedures to improve service efficiency and trader/customer satisfaction.


Requirements

  • Experience in market/street trading operations, licensing enforcement, or regulatory services.

  • Sound knowledge of relevant legislation (e.g. Local Government (Miscellaneous Provisions) Act 1982, street trading byelaws, health and safety).

  • Strong organisational and time management skills.

  • Excellent communication, negotiation, and conflict resolution skills.

  • Ability to work independently in a public-facing, field-based role.

  • Proficiency in record-keeping, report writing, and use of ICT systems.

  • Flexible approach, including occasional evening, weekend, or bank holiday work to support events or enforcement activities.
