3 months contract with local authority

We are seeking an Interim Waste Management and Fleet Operations Manager to take responsibility for the successful delivery of shared Domestic Waste Collection services for Bromsgrove District Council and Redditch Borough Council. This role will also oversee fleet management and maintenance arrangements for all Council Vehicles across our two depots, as well as the provision of Commercial Waste and Cesspool Collections on behalf of Bromsgrove District Council. The successful candidate will ensure day-to-day service delivery and provide support to operational management teams while a dedicated project team carries out a full-service review on Domestic Waste Collection arrangements and Fleet Maintenance to support future service planning.

Main Duties/Responsibilities:

Operational
  • Manage and operate waste collection services and Fleet Management/Workshop functions across Bromsgrove and Redditch, ensuring consistency in operations and management.
  • Continually review operational practices related to Waste Collection and the Workshop, and develop alternative practices with the Operational Management Teams where required.
  • Plan and manage staffing levels, holiday cover, overtime, and sickness management arrangements to minimize impact on services.
  • Monitor and manage services' performance using relevant data to identify and resolve operational issues.
Technical/Contract/Compliance
  • Stay informed about waste, recycling, environmental, and transport legislation and ensure adherence to relevant regulations.
  • Provide technical advice to stakeholders and other council officers as needed.
  • Independently and proactively respond to issues related to service delivery.
  • Support the marketing and delivery of Commercial services in compliance with procurement regulations and corporate policies.
  • Review and audit management arrangements of external contracts and provision of services to commercial clients, and monitor and report on spending profiles, outputs, and milestones as needed.
  • Ensure operational management teams across Environmental Services and Housing Property take full responsibility for the day-to-day operation of the Council’s vehicles, ensuring adherence to operational procedure and all driving/vehicle related regulations.
  • Ensure vehicles are regularly inspected, serviced, and maintained to the correct standard by the Workshop.
  • Ensure vehicle telematics and CCTV systems are used in line with agreed policy to support management of services and investigation of issues.
  • Ensure drivers carry out daily maintenance checks and clean their vehicles, and maximize vehicle utilization.
  • Assist management with monitoring drivers’ adherence to vehicle weight limits and drivers’ hours.
  • Support work to address contamination of recycling as part of collection arrangements and wider external communications and engagement plan.
