Job Summary:
• This person is responsible for one of Kingston’s large, complex non-residential development projects, the Guildhall Complex, which will see the development of a full business case for the redevelopment of the Council’s HQ in the Grade II listed Guildhall.
• The design team and supporting professional services for the project have been procured and the successful candidate will be responsible for the delivery and completion of RIBA Stage 3 and the development of a full business case.
• This person will lead the project, manage stakeholders and will work with the Director – Property and Projects to drive the project forwards.
• They will ensure robust project management processes and protocols are in place and drive collaboration and risk management activity.
Key Duties/Accountabilities (Sample):
• Deliver the Guildhall Complex redesign, a large and complex non-residential development project, ensuring the project delivers against the time, budget and quality requirements.
• Oversee and lead the delivery of non-residential development initiatives and projects, which identify significant opportunities and benefits to the council and residents meeting the council’s corporate and service aims and objectives.
• Implement the Council’s non-residential development programme strategy and plan, specific to the projects within the portfolio.
• Build strong relationships with customers to ensure the project translates their ambition into a delivered scheme, agreeing key metrics and success criteria to monitor the project’s progress throughout its lifecycle.
• Produce or commission a range of complex information, for example feasibility assessments, surveys, cost estimation and options appraisals, to support evidence-based decision-making and ensure affordability and project outcomes.
• Review business cases and other required project documentation to support scoping and delivery.
• Identify the capacity and capability required to successfully deliver the project, bringing in additional resource as required throughout the project’s lifecycle, working with the Procurement and Commercial teams to do so if required.
• Lead on partnership working with external professionals, registered providers and other property professionals specific to the project to ensure swift delivery and coordinating stakeholders delivering across the project.
• Manage and enforce contracts with any external consultants and other partners in the delivery of the project, ensuring the Council is receiving value for money.
• Develop and report on a range of suitable performance measures for the project, working with the Programme Management Office to ensure regular reporting and monitoring of progress, risks and benefits.
• Represent the Council at public meetings, enquiries and exhibitions to inform or consult with stakeholders regarding the project as appropriate.
• Bring in support from other experts across the organisation: Property Services, CDM Coordinator, Energy Manager, Health and Safety colleagues.
Skills/Experience:
• Extensive experience and a proven track record of success in managing and delivering large-scale non-residential development projects end-to-end.
• Experience commissioning and contracting new partnerships to meet strategic and operational requirements and collaborating with residents and the wider community to achieve better outcomes.
• Knowledge of driving increased sustainability through delivered schemes.
• Understanding of local authorities and the services within.
• Experience and prior knowledge of leading and or working on a town hall / listed building refurbishment / regeneration programme / project of works.
• Refurbishment of a listed building desirable.
• Experience of general development or construction management experience.
