Job description
4 Month Contract with a local Authority
Job Purpose
- To assist the Highways team by providing an
inspection, monitoring, and public liaison service relating to the borough’s
highway network. The main
responsibilities will include completion of visual inspections of the highway
assets to identify defects and raising works orders with the Council’s
contractors or defect notices with utility companies to arrange suitable
repairs.
Key Duties/Accountabilities
- Research, resolve or refer enquiries concerning matters relating to
street inspection activities, ensuring that issues are dealt with in accordance
with current procedures, specifications, policies, and legislation.
- Deal with Councillors, members of the
public, representatives from other organisations and other Council staff using
agreed management and reporting systems.
- Undertake inspections of the highway assets,
identifying defects and ordering suitable repairs using appropriate guidelines
whilst demonstrating an awareness of financial processes and budget
control. (Some of this work will require
attendance at weekends and outside normal working hours)
- Liaise with contractor’s
representatives to monitor contractors’ work and processing of invoices.
- Produce and process all works’ requests
and defaults arising from site inspections and performance monitoring
functions.
- Deal with rechargeable works enquiries
and raise works instructions as required.
- Investigate and report on all claims
submitted by users of the streets in the Borough. Where necessary assist in the
preparation of legal proceedings, providing witness statements and attend Court
to give evidence
- Carry out investigations of public
utility works in accordance with the New Roads and Streetworks Act 1991 and
subsequent revisions thereof, serving Defect Notices to responsible third
parties.
- Perform appropriate enforcement duties
to ensure that activities associated with the public highway, the local
environment and its associated assets comply with current policies and
legislation. Where necessary assist in the preparation of legal proceedings,
providing witness statements and attend Court to give evidence.
- Participate in the operation of the
emergency procedures for dealing with urgent problems, including Winter Service
duties, both during and outside normal working hours.
- Take part in the
training and instruction of trainees and new staff in the relevant areas of
responsibility
- Undertake any other
duties commensurate with the level of the post, as required to ensure the
efficient and effective running of the Department / Section
Essential
Experience Required.
- Suitable
experience of highway maintenance and / or utility company operations.
- Experience of developing working
practices to adhere to the business needs and statutory functions.
- Experience of managing difficult and
contentious issues arising with members of the public, contractors, utility
companies and Councillors.
Essential Qualifications Required
- Have attained accreditation in
accordance with the Qualifications of Supervisors and Operatives Regulations
under NRSWA 1991 (or has a willingness to attain).
- Have attained accreditation in
accordance with the LANTRA Highway Safety Inspector training (or has a
willingness to attain).

- This role is 36 working hours per week.
