Job description
5-6 months contract with a Local Authority
Job Summary:
• The Civil Enforcement Officer plays a vital role in maintaining traffic flow and public safety by ensuring compliance with parking regulations.
• The postholder will patrol designated areas, issue Penalty Charge Notices (PCNs) where necessary, and provide support to residents and visitors in understanding parking restrictions.
• The role requires working outdoors in all weather conditions, often independently, and demands a high level of professionalism and integrity when interacting with the public.
Key Duties/Accountabilities (Sample):
• Patrol on- and off-street parking locations, either on foot, bicycle, or using a council vehicle, to identify and address contraventions
• Issue PCNs in line with current legislation, using handheld devices and body-worn video technology
• Conduct equipment checks before and after shifts, reporting faults and ensuring items are fully charged and operational
• Attend daily briefings, understand deployment zones, and act in accordance with service instructions
• Record and report issues including damaged signage, road markings, and suspected abandoned vehicles
• Provide accurate witness statements when required and represent the service in tribunal or legal proceedings
• Maintain high standards of customer service, responding respectfully and helpfully to members of the public, including in challenging situations
• Assist in the development of service delivery through feedback and identification of potential improvements
• Work collaboratively with colleagues and external partners such as the police, as well as maintaining an up-to-date knowledge of relevant legislation and practices.
Skills/Experience:
• Minimum of 2 years' experience in civil parking enforcement, with a sound working knowledge of parking legislation and codes of practice
• Proven ability to handle challenging public interactions professionally and respectfully
• Competence in using handheld enforcement and body camera equipment, with accuracy in issuing PCNs
• Excellent written and verbal communication skills with attention to detail in recording evidence and completing documentation
• Sound awareness of health and safety practices, particularly relating to lone working and outdoor patrols
• Ability to work independently or as part of a team and to follow instructions in line with operational procedures
• Desirable: Full clean driving licence or CBT and willingness to use a bicycle as part of patrol duties
• Ability to maintain confidentiality, follow data protection protocols, and operate within ethical standards
