5-6 months contract with a Local Authority
Job Summary:
• The Team Leader – Trading Standards is responsible for leading and managing the operational delivery of a specialist team within the wider Public Protection service.
• The postholder will oversee enforcement, advisory, and compliance work in Trading Standards, ensuring high-quality service delivery and regulatory compliance.
• This includes direct line management of team members, budget oversight, performance monitoring, and contract management, all while working in partnership with a wide range of stakeholders.

Key Duties/Accountabilities (Sample):
• Provide operational leadership for the Trading Standards team, including performance management, supervision, and development of staff.
• Deliver a high standard of customer service within the team’s specialist area, ensuring quality outcomes and legal compliance.
• Manage the team’s cost centre, with responsibility for both revenue and capital budgets.
• Lead outsourced statutory contracts within the area of responsibility.
• Develop and maintain working relationships with external agencies such as police, fire services, HMRC, and regulatory bodies.
• Act as the Council’s lead practitioner in Trading Standards, applying technical knowledge and legal expertise to ensure enforcement and compliance.
• Manage and deliver complex programmes and projects from planning through to completion.
• Represent the service in committee meetings, strategic groups, and working forums.
• Prepare clear and concise reports, briefing notes, and correspondence on operational or strategic matters.
• Ensure that work complies with all relevant legislation, policies, and good practice in Trading Standards.

Skills/Experience:
• Substantial experience of leading enforcement teams within public protection services, particularly in Trading Standards.
• Proven ability to manage multi-disciplinary teams and deliver complex enforcement programmes.
• Successful track record in meeting statutory obligations, including progressing enforcement cases to prosecution.
• Experience of managing service delivery in collaboration with elected members, businesses, and external partners.
• Strong project and programme management skills.
• Financial management experience, including oversight of budgets and outsourced contracts.
• Proficiency in IT systems and software including MS Teams, Word, Excel, PowerPoint, and mobile working tools.
• Excellent written and verbal communication skills, with the ability to influence and build relationships.
• Strong organisational skills and the ability to balance competing priorities.
• Knowledge of Trading Standards legislation and relevant regulatory frameworks.
• Data literacy and the ability to interpret and utilise statistics to support service planning and delivery.
• A proactive, collaborative, and solution-focused approach to leadership.
