6 months contract with a Local Authority
Job Summary:
• Assist residents in securing their next stage housing, providing resettlement support so that they successfully move into and sustain their new home. To provide appropriate floating support for 6 months and to ensure they are linked into necessary support services thereafter.
• To provide assertive client centred key-working, risk assessment and support planning to a caseload of approximately 10 clients aimed at supporting them to maintain their current accommodation and link into services and meaningful activities which help them to improve their physical and mental wellbeing well-being and life skills.
• To understand the impact of Adverse Child Experiences and the principles of Trauma Informed Care and to provide a holistic key working approach which aims to help residents to recognise preventative action that they can take to break the cycle of homelessness.
• To ensure continual high-quality assessment of risk to residents and colleagues and ensure abidance to all council policies and procedures.
Key Duties/Accountabilities (Sample):
• Provide a high-quality customer focussed service, with clients being treated with courtesy and respect and meet all council standards and targets relating to communication with residents.
• Assist and motivate residents to reach set goals and progress along an identified clear pathway for housing. Provide client centred support plans and intensive assertive key-working support using reflective practice techniques.
• Coordinate any necessary support services to assess residents’ ability to live independently and identify which services could assist them to sustain their wellbeing and tenancy and provide a time limited floating support service to ensure residents are linked into appropriate services after moving out.
• Encourage residents to engage and participate in activities which address issues of social isolation and confidence building and to accompany them where necessary and appropriate.
• Advocate for residents where required, providing practical support if needed to ensure that their rooms are habitable and safe and where necessary to accompany residents to appointments. e.g. Health Services, DWP, viewings.
• Continually monitor and safeguard residents’ physical and mental health and liaise closely with appropriate services e.g. ASC, CMHT, Health Services, Criminal Justice etc and working collaboratively with other services by referring and reporting to ASC, SOVA, MARAC panels and other services involved in your resident’s care.
• Issue prescribed medication only in accordance with policy, on health authority instruction, and following training.
• Provision of training and workshops that enable residents to gain life skills.
• Contribute to the day-to-day delivery of the hostel service, in accordance with all agreed objectives, procedures and policies, including required health and safety inspections, drills and records. Carry out room checks to monitor the health, safety and well-being of the rooms and clients and where necessary, provide practical support to encourage and help residents to keep good care of their room and wellbeing.
• Ensure full occupancy and good management of bed spaces in the borough by meeting a fast void turnaround in accordance with the void procedure and targets and ensure that any necessary storage and disposal of resident’s goods is done according to council procedures.
• Arrange bookings for new residents, coordinating, interviewing and assessing risk and carry out Risk Management and SOVA assessments for all new residents and inducting them to the Health and Safety requirements of the accommodation.
• Assist in maintaining the fabric and general condition of the hostel buildings through regular walkabouts, inspections and ordering of repairs, monitoring the performance of all contractors and other contracted services such as pest control, cleaning and refuse collection and ensuring they provide a service according to the contract standards and making safe any immediate risk or danger.
• Participate in scheduled meeting with contractors to discuss performance.
• Management of rent and service charge accounts in accordance with Council policy, procedures and working practices and undertaking all aspects of arrears recovery on accounts up to and including legal action and provide practical support to residents to resolve benefit issues and maximise their income.
• Encourage resident participation in hostel matters, investigating and responding to any suggestions and complaints and in running house meetings.
• Deal proactively with behavioral issues within the hostel, managing risk safely and appropriately and where necessary represent the council in court in conjunction with specialist agencies and coordinate and carry out evictions relating to anti-social behavior and other breaches of licence.
• Maintain good quality hostel records i.e. individual residents’ files, daily logbook, fire and accident records, financial and rent records in accordance with policies and procedures.
• Take responsibility for and always adhere to health and safety requirements.
• Maintain, coordinate and ensure good working liaison with outside agencies and other services, both statutory and voluntary.
• Ensure where appropriate that joint working protocols are adhered to in line with council policy and procedure.
• Any other duties commensurate with the grade of the post.
Skills/Experience:
• Knowledge of the impact of Adverse Child Experiences and the principles of Trauma Informed Care when dealing with homeless people who have complex needs.
• Knowledge of the Care Act and Housing legislation and the available support in relation to single homeless adults.
• Knowledge of welfare benefits and other support that is available to residents of supported accommodation.
• Health and Safety issues in relation to a supported housing setting.
• Experience of working with homeless people with complex support needs.
• Experience of recovery focused and harm minimisation service provision for clients with multiple and complex needs.
• Experience of risk assessment, key working and support planning.
• Experience of case coordination in a multi-agency setting.
• Ability to support and motivate residents of supported accommodation.
• Ability to provide holistic client centred assessments for residents with complex support needs.
• Ability to communicate well with clients and colleagues.
• Ability to plan and organise own workload.
• Ability to record written/financial information accurately.
• Ability to prepare simple reports and correspondence.
Additional Information:
• There are 6 positions based across 5 hostels with shift pattern 08:00 -16:00pm (early shift) 12:00-20:00pm (late shift). The work pattern is Monday-Friday and shifts are on a rota basis.
