4 months contract with a local authority


Job Purpose

  • This is a senior role in the public health division that will focus on leading the procurement of the health visiting service and FNP.
  • The worker will take the procurement from approval stage to tender go-live stage in July 2025. The main deliverables are working with partners including community representatives to design an innovative service specification.
  • You will be working with the Associate Director for PH and the PH Programme Lead for Maternity and Early Years and building on preparatory work (e.g. evaluation and health needs assessment). The new procurement team can assist you with writing other tender documents (e.g. question pack).


Key Duties/Accountabilities

  • The purpose of the role is to improve the health and wellbeing of people in Tower Hamlets and reduce health inequalities through strategic public health leadership to drive transformational change focusing on the Maternity and Early Years life course segments.
  • In addition, the role will take the strategic lead for two or more programme areas across the department, the council and wider partners e.g. long-term conditions, mental health, sexual health, tobacco control, healthy weight, health protection.
  • This will involve supervision of staff on agreed projects and programmes and supervision of volunteers, trainees and academic placements


Essential Experience Required

  • Past experience of leading large procurements (£10m/year) is essential.
  • Strong experience in public health, ideally health visiting commissioning to ensure that the service specification will meet the needs of the local population, in line with national guidance and within the contract envelope is essential.
  • Experience commissioning public health services including leading procurements. (This role is for a public health specialist, not a procurement specialist) is essential.

Essential Qualification Required

  • (HCC) Master’s Degree or equivalent level of experience with relevance to Public Health is essential.

  • Working hours: 21 hours per week.
  • There is an opportunity to work flexibly (e.g. 3 days over 5) provided key deadlines and events are met/attended.
  • The role requires a DBS.
