3 months contract with local authorities

Purpose of Job:

  • Play a crucial role in delivering improvements and collaborating with other departments to ensure maximum efficiencies.
  • Become a subject matter expert and provide support and direction to the team.
  • Ensure that Greenwich parking operates efficiently and enhances the financial position.
  • Liaise with elected members, the public, key stakeholders, businesses, internal colleagues, and outsourced service providers, portraying professional competence and a listening attitude.
  • This role (PO1 and above) will have line management responsibilities for one individual, the Parking Schemes Support Officer.

Summary of Main Duties and Responsibilities:

  1. Data Gathering:

    • Assist in gathering data (site surveys, condition data, traffic movements) necessary for the design of controlled parking zones, other minor traffic schemes, and the management of traffic within the borough.
  2. Design and Communication:

    • Assist in the detailed design, including the preparation of drawings, inter-department communication, and consultation document creation on parking schemes.
  3. Cost Estimation:

    • Assist in preparing estimates of cost relating to parking schemes.
  4. Inspection and Quality Control:

    • Inspect work by contractors and statutory undertakers, checking for quality and adherence to work orders, along with the quantity of materials as per specification.
  5. Liaison and Execution:

    • Liaise with the traffic team to execute final plans and contractors/statutory representatives on site.
    • Work out of hours as necessary for site inspection, recording, and work supervision.
  6. System Utilization:

    • Utilize computerized systems as appropriate to the role.
  7. Public and Member Queries:

    • Respond to queries from members of the public and assist in preparing responses to elected members, MPs, and partners.
  8. Policy Promotion:

    • Ensure work undertaken actively promotes the Council’s Equal Opportunities, Customer Care, and Environmental policies in relation to service delivery and personnel practice.
  9. Health and Safety:

    • Ensure compliance with Health and Safety at Work legislation and implement necessary measures to ensure public health and safety.
  10. Data Analysis:

    • Analyze data necessary for the design of controlled parking zones, other minor traffic schemes, and the management of traffic within the borough.
  11. Traffic Management Orders:

    • Assist in checking draft Traffic Management Orders for traffic management schemes and liaise with third-party suppliers to finalize, publish, and store for access.

Additional Duties:

  1. Minor Scheme Design:

    • Undertake the detailed design, including the preparation of drawings, of minor schemes related to Boroughwide Parking.
    • Prepare estimates of cost relating to all Parking schemes.
    • Issue works orders and site instructions for minor schemes to improve parking in the Borough.
  2. Complex Scheme Design:

    • Assist in the detailed design, including the preparation of drawings and specifications, of more complex parking schemes related to controlled parking zones and associated changes.
    • Prepare estimates of cost for more complex parking schemes.
    • Analyze invoices/claims related to minor parking schemes and make recommendations for payment.
    • Prepare reports on own work.
  3. Legislative Knowledge:

    • Maintain up-to-date knowledge on all legislative matters related to the area of work.
    • Ensure work is carried out in line with legislative requirements.
  4. Line Management:

    • Line manage the Schemes Support Officer, assigning work, managing performance, and absence in line with Council policies.
  5. Annual Programming:

    • Lead on the annual programming of schemes to improve/alter parking design in the Borough.
    • Ensure plans are drawn up and agreed upon before each financial year, in line with the strategic objectives of the service.
  6. Recruitment and Staffing:

    • Assist in recruitment and other staffing matters within the frameworks of the Council’s employment procedures and good employee relations and Staff Code.
  7. Report Production:

    • Produce and present reports in connection with own work
