Job description

3 months contract with local authority

Purpose of Job:

  • This Job Description is designed to cover career-graded posts. Progression through the grades will be in accordance with the Career Grade Scheme.
  • Accountable to the Building Control Manager for a significant work area at the Borough/strategic level within a section concerned with Building Control.

Summary of Main Duties and Responsibilities:

Professional/Technical (SC6-PO2):

  1. Building Proposals:
    • Deal with plans and particulars related to building proposals, ensuring decisions upon such schemes are issued within agreed or statutory time limits according to the appropriate legislation.
  2. Site Supervision:
    • Supervise and inspect building work on-site under the Building Act/Building Regulations/London Building Act; and act as an adviser to other directorates in respect of entertainment licensing and notifiable works attracting repair/improvement grants.
  3. Fee Checking:
    • Check fees associated with Building Regulation proposals are in accordance with criteria and formula set out in the related Charges Regulations.
  4. Notice Examination:
    • Examine and decide the 'initial' and 'final' notices submitted by approved inspectors.
  5. Record Keeping:
    • Prepare full and accurate records of each site inspection.

Additional Duties (PO1/2): 6. Complaint Verification:

  • Verify the justification of complaints/breaches of Regulations reported by members of the public and act upon such matters, including the preparation of Notices and evidence in support of legal proceedings.
  1. Authorisation:
    • Authorise approvals, decisions, etc., in respect of the normal day-to-day work of the group.

Managerial: 8. Staff Training:

  • Assist in the induction and training of new staff.

Communications (SC6 – PO2): 9. Enquiry Handling:

  • Deal with enquiries from the public, developers, potential developers, other directorates, other authorities, Council Members, etc., on building control issues and proposals involving interpretation/regulations and technical criteria.
  1. Internal Liaison:
    • Liaise internally to ensure interaction between development control and building control to achieve the Council's objectives.

Additional Duties (PO1/2): 11. Representation: - Represent the section at internal and external meetings, working parties, and other forums. 12. Committee Contribution: - Attend and contribute to strategic and London-wide Committees, provide information, reports, and other data.

Miscellaneous (SC6 – PO2): 13. Policy Promotion: - Ensure at all times that work undertaken actively promotes the Council's Equal Opportunities, Customer Care, and Environmental policies in relation to service delivery and personnel practice. 14. Health and Safety: - In carrying out the duties of the post, have due regard to the provisions of Health and Safety at Work legislation and Council policy and procedures. 15. Data Management: - Enter data to and receive output from any electronic data processing equipment according to agreed procedures.

Additional Duties (PO1/2): 16. Service Development: - Utilise the gained experience and understanding of the work to assist the group's technical and administrative staff in the continuing development of the service.
