Job Purpose
- As Learning & Organisational Development Manager, you will lead a team responsible for designing and delivering a dynamic programme of training, leadership development, and organisational development (OD) activity. The role operates at both a strategic and operational level, contributing to the implementation of our workforce strategy and supporting the development of a high-performing, inclusive, and future-ready organisation.
Key Duties/Accountabilities
- Lead the design, delivery, and continuous improvement of a council-wide programme of learning, leadership development, and organisational development (OD) activity aligned to the Council’s Workforce Strategy and Council Plan.
- Champion a culture of continuous improvement, engagement, and inclusion—ensuring learning and OD interventions support a “one council” approach and reflect the diverse and evolving needs of our workforce and communities.
- Partner with senior leaders, HR & OD colleagues, and service managers to identify organisational capability needs and lead the design and delivery of targeted interventions that support workforce transformation and service excellence.
- Lead the design, development, and implementation of a future-focused learning offer that meets a range of learning preferences. This includes leadership development for members and officers, the “Development for All” offer, coaching and mentoring, team diagnostics, and tools to support sustainable behavioural and cultural change. Ensure effective onboarding, induction, development, and retention of staff.
- Contribute to council-wide change and transformation programmes, ensuring OD and learning are embedded as enablers of sustainable change. Provide expertise, constructive challenge, professional advice, and support in line with the Workforce Strategy and Council Plan.
Essential Experience Required
- Proven experience of leading Learning and Organisational Development (OD) services in a large, complex organisation, with a track record of delivering measurable improvements in workforce capability and organisational performance.
- Extensive experience of designing, delivering, embedding, and evaluating leadership and management development programmes that drive cultural and behavioural change.
- Demonstrable experience of leading OD interventions that support large-scale organisational change, transformation, and service redesign.
- Strong understanding of how to align organisational objectives with practical Learning & OD strategies, including the use of diagnostics, evaluation, and workforce intelligence.
Essential Qualification Required
- Learning and Development qualification (level 5 or above) or equivalent experience.
- Evidence of a strong commitment to, and of undertaking, continuing professional development.
