3 Month Contract With A Local Authority
Job Purpose
- Serve as the Council’s strategic lead and expert on economic
growth and regeneration, providing high-level leadership and coordination of
both strategic and operational approaches to drive sustainable economic
development across the Borough. Act as a key place-shaper by bringing together
internal teams and a wide range of external stakeholders from the public and
private sectors to align efforts and maximise impact.
- Lead the design and delivery of major economic growth and
regeneration programmes and projects through strong, collaborative
partnerships. Engage at a senior level locally, regionally, and nationally to
influence policy, secure investment, and capitalise on new opportunities. Adopt
an entrepreneurial and forward-thinking approach to stimulate economic
activity, attract inward investment, and support long-term prosperity for
businesses, communities, and residents.
Key Duties/Accountabilities
- Act as principal professional adviser to the Council in
specific matters relating to economic growth and strategic regeneration
- Represent the Council at area, regional and national level
and provides strategic insight, advice, and challenge to colleagues and
external partners.
- Act, with the review of the Service Director, in the
development of the service’s mission, vision, values and long term strategic
planning and policies contributing to the delivery of an inclusive Economy.
- Promoting regeneration, enhancing sustainable economic
development and jobs growth across Luton ensuring our residents, business and
communities have access to the opportunities and reducing socio-economic and
spatial disparity across the town
- Lead on the strategic development and delivery of the
Inclusive Economy Strategy and supporting plans
- Build and maintain effective working relationships with
partners and engage with them to successfully achieve joint deliverables,
access funding streams, and exploit opportunities to create economic growth and
deliver strategic regeneration across the Borough.
- Leads and drive the delivery of the Luton Town Centre Master
Plan and detailed action plan through working in partnership and developing
business cases and programme/project plans as required.
- Actively engage with internal and external stakeholders to
put in bids for funding to maximise funding available to the Council in order
to promote economic growth and regeneration that will have a major impact on
the Borough and its citizens.
- Ensure the successful implementation within budget and
agreed timescale of projects comprised within successful bids for funding,
which could be multi million pound projects requiring compliant procurement
processes, good project management and sound budget management.
- Develop and implement performance management frameworks to
monitor the success of economic growth and strategic regeneration outcomes
against corporate strategies, and take action where shortfalls are identified.
- Manage organisational talent by leading and inspiring
individuals, ensuring that effective succession planning exists and building
robust and measurable capacity throughout the teams you are responsible for.
- To commission and procure specialist expert advice, studies
and reports as appropriate.
Essential Experience Required
- The successful leadership of strategic regeneration and / or
economic growth.
- The successful securing of significant grant funding from
Central Government agencies or similar.
- Substantial experience of effective working with a range of
stakeholders from the community, government and business
- Substantial management, supervision and leadership skills to
lead and manage the Economic Growth and Regeneration Function.
Essential Qualifications Required
- A relevant technical/professional qualification or
equivalent recent, verifiable experience.
