4 Month Contract With A local Authority



Job Purpose

To support the Strategic Head of Property Services and Asset Management in delivering a professional, efficient, and cost-effective property management function, ensuring the Council’s estate is managed in accordance with corporate priorities, statutory requirements, and professional standards (RICS).



Key Responsibilities

  • Manage a caseload of landlord and tenant and estate management matters across the Council’s operational and commercial property portfolios.

  • Administer lease agreements, rent reviews, renewals, assignments, and licences, ensuring compliance with lease terms and Council policy.

  • Oversee rental income, service charge management, and invoicing processes in collaboration with Finance and Legal teams.

  • Provide professional property management advice to internal stakeholders, elected members, and service areas.

  • Liaise with tenants, contractors, and partner organisations to resolve property-related issues promptly and effectively.

  • Assist in property acquisitions, disposals, and asset rationalisation projects in support of corporate strategies and regeneration schemes.

  • Maintain accurate property records, databases, and documentation, ensuring data integrity and compliance with statutory and audit requirements.

  • Contribute to service improvement initiatives, drawing on best practice and stakeholder feedback.

  • Support the development and implementation of corporate estate and accommodation strategies.

  • Ensure that all property management activities comply with relevant legislation, regulations, and professional standards.


Requirements

  • Proven experience in property or estates management, including direct liaison with landlords, tenants, and stakeholders.

  • Demonstrable experience in lease management, rental income administration, and service charge coordination.

  • Excellent negotiation, communication, and interpersonal skills, with the ability to influence and build positive relationships.

  • Strong organisational skills and the ability to manage competing priorities to meet deadlines.

  • Proficiency in Microsoft Office (Word, Excel) and familiarity with property management databases.

  • Knowledge of property legislation, landlord and tenant law, and estate management best practice.

  • Analytical and research skills with the ability to interpret data and provide sound recommendations.

  • Experience in budget management and financial monitoring related to property income and expenditure.

  • Experience in a local authority or public sector property environment.

  • Knowledge of corporate property asset management and regeneration projects.

  • Experience of working across a variety of general practice surveying disciplines.

  • Understanding of property valuation, investment, and asset performance analysis.

  • Educated to A-Level standard (or equivalent) or with substantial relevant experience.

  • RICS Membership (MRICS/AssocRICS) or working towards professional accreditation.

  • Relevant vocational or professional qualification in property, surveying, or estate management.
