3 months contract with a Local Authority
Job Summary:
• This role is part of the Building Safety (private sector) Team and supports the delivery of the Private Sector Building Safety Programme.
• The programme aims to identify and mitigate fire safety risks in privately owned medium- and high-rise residential buildings.
• Working closely with internal enforcement officers and in partnership with government departments, the postholder will ensure risks associated with combustible cladding and other fire safety deficiencies are evaluated and addressed to safeguard residents.

Key Duties/Accountabilities (Sample):
• Conduct initial desktop reviews of privately owned medium and high-rise residential buildings.
• Develop and implement a risk-based inspection programme focused on external wall systems (EWS) data collection and proprietor contact details.
• Review EWS data, Fire Risk Assessment External Wall (FRAEW) reports, and related documents to categorise buildings by risk level.
• Refer buildings with suspected unsafe cladding or fire safety issues to the internal enforcement team, providing clear risk priority ratings.
• Engage with building proprietors to gather further information on cladding materials, interim safety measures, remediation funding, and work timelines.
• Monitor data from Building Safety Fund and Cladding Safety Schemes to identify properties missing from records.
• Foster effective working relationships with local Fire and Rescue Services, government bodies, and other stakeholders for data sharing and collaboration.
• Respond professionally and promptly to enquiries from proprietors, councillors, and other stakeholders.
• Collaborate with enforcement teams to support investigations, inspections, and enforcement actions as needed.
• Contribute to continuous improvement initiatives, including data management, KPI reporting, and team meetings.
• Undertake other duties as required to meet the objectives of the Building Safety Programme.

Skills/Experience:
• Proven experience conducting Housing Health and Safety Rating System (HHSRS) surveys.
• Sound knowledge of relevant legislation and guidance including the Building Regulations 2010, Housing Act 2004, Building Safety Act 2022, Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, and Fire Safety (England) Regulations 2022.
• Familiarity with fire safety design principles for high-rise residential buildings and external wall systems.
• Strong written and verbal communication skills.
• Proficient IT skills.
• The role requires a work pattern involving three days on site undertaking building inspections and two days in the office performing reporting and administrative duties.

Additional Information:
• Bachelor’s degree or equivalent qualification in Building Surveying or a related discipline.
• Minimum 5 years’ experience in Building Safety, Fire Safety, or Building Surveying.
• Full-time role: 36 Hr/week.
