4 Month Contract With A Local Authority


Job Purpose

To lead and manage the Housing Planned Projects Team within the Housing Asset Management service, delivering a high-performing, data-led programme of capital investment and refurbishment across the Council’s housing stock of over 6,000 homes. This includes compliance, Decent Homes, envelope works, externals/decorations, and small-scale development such as conversions and infill schemes.

The postholder will play a key strategic role in shaping and delivering a £16 million annual capital programme, working closely with internal teams and external partners to ensure projects are delivered on time, within budget, and to a high standard of quality and compliance.



Key Responsibilities

  • Provide strong leadership to a multidisciplinary team, including Project Managers, Clerks of Works, consultants, and contractors.

  • Line manage staff and foster a high-performance culture, ensuring accountability and continuous improvement.

  • Lead organisational and cultural change within the team and in collaboration with external delivery partners.

  • Promote collaborative working across the Housing Asset Management service and the wider council.

  • Oversee the delivery of a diverse portfolio of capital works, including:

  • Ensure robust project management methodologies are applied to all projects from inception to completion.

  • Monitor progress against programme milestones, budget forecasts, and key performance indicators.

  • Ensure effective procurement, contract management, and performance monitoring of key delivery partners, including the Council’s term contractor, Cardo.

  • Work closely with the Asset Data and Compliance Team and the Repairs and Voids Teams to ensure programmes are coordinated, intelligence-led, and aligned to asset priorities.

  • Engage and communicate effectively with residents, councillors, and other stakeholders to ensure satisfaction and transparency throughout project delivery.

  • Develop strong working relationships with consultants, suppliers, and regulatory bodies.

  • Embed a data-led approach in all aspects of planning and delivery, ensuring investment is targeted based on need, risk, and long-term value.

  • Support the continuous improvement of asset data and systems, working in partnership with the Asset Intelligence function.


Requirements

  • Significant experience leading large-scale housing refurbishment programmes, preferably in a social housing context.

  • Proven ability to manage multidisciplinary teams and deliver complex projects across a varied property portfolio.

  • Strong contract and commercial management skills, including experience managing term contracts and consultant frameworks.

  • Demonstrable experience of leading change programmes and service transformation.

  • Sound knowledge of building compliance, health and safety regulations, and quality assurance in housing projects.

  • Excellent communication, leadership, and stakeholder engagement skills.

  • Ability to use data and asset intelligence to drive planning, prioritisation, and continuous improvement.
